The Navy's Pacific Fleet in September awarded Dell Computer Corp. a delivery order to lease more than 15,000 PCs for shipboard users. 'The Navy determined that a fair market value lease for the afloat order was more appropriate than a full payout lease, based on the funding available,' and that led to a recompete in August, said Robert Anderson, spokesman for the Fleet Industrial Supply Center in Norfolk, Va., the Pacific Fleet's contracting office.A fair market value lease lets the Navy buy the equipment at the end of the three-year lease, with the price determined by fair market value at that time, according to a posting on Dell's Web site, at .The 2,256 400-MHz Pentium II Dell Latitude notebook PCs and 12,822 500-MHz Pentium III Dell OptiPlex desktop PCs will be delivered by Thanksgiving, Anderson said. The ashore delivery order was worth more than $30 million, according to an industry source. Although the Marines are generally happy with the 3,000 IBM ThinkPad 770s they bought as intelligence operations portables, the service should consider other options in light of some system failures, said Maj. James C. Cummiskey, mobile computing project officer with the Tactical System Support Activity's Computer Systems Division at Camp Pendleton, Calif.'Just last week I was in the desert, and one of the 11th Marines Regiment staff officers told me that he has had five of his ThinkPad 770 hard disks fail in the one week he had been out on the Desert Firex 99 exercise,' Cummiskey said last month. He said that CF-27 ruggedized notebooks from Panasonic Personal Computer Co. of Secaucus, N.J., were also used in the exercise, and that they seemed to be holding up fine under the same conditions. The Defense Information Systems Agency's Field Security Operations Division has received a favorable information security rating from National Security Agency officials.The FSO, part of DISA's Global Network Operations and Security Center, was rated against the Information Sercurity Assessment Capability Maturity Model, DISA spokeswoman Melissa Bohan said. NSA officials perform general assessments, guided by the InfoSec Assessment Methodology endorsed by the Defense Department's Critical Infrastructure Assurance Office, she said.
