By Bill MurrayGCN StaffThree bidding teams plan to vie for the National Security Agency's $5 billion information technology outsourcing contract.AT&T Corp., Computer Sciences Corp. and OAO Corp. of Greenbelt, Md., have announced that they will bid on Project Groundbreaker, the 10-year procurement to take over management of all non-mission-critical systems.The agency next month plans to issue the request for proposals, which will cover four areas: distributed computing, enterprise and security management, networking, and telephony, an NSA spokeswoman said. NSA wants to award the Project Groundbreaker contract by spring.Although AT&T would take the network and telephony lead on its team, subcontractor IBM Corp. would handle distributed computing, said Larry D. Spilman, AT&T's vice president and chief operating officer for government markets. AT&T and IBM would share enterprise management duties. Lockheed Martin Corp. and Science Applications International Corp. of San Diego would provide overall support.CSC's subcontracting team includes Andersen Consulting of Chicago, General Dynamics Corp., Keane Inc. of Boston, Northrup Grumman Corp. and TRW Inc., company spokesman James P. Sullivan said.OAO's subcontractors include Coleman Research Corp. of Orlando, Fla.; Electronic Data Systems Corp.; ManTech International Corp. of Fairfax, Va.; Raytheon Co.; Wang Federal Systems of McLean, Va.; and WorldCom Inc.Through the project, NSA estimates the winning vendor will take over work now done by 1,500 civil service, contractor and military employees [].The agency has created a Web site for affected employees, set up an intranet chat forum, hosted monthly discussions and provided an e-mail address to which employees can send questions, the NSA spokeswoman said.In preparation for evaluating bids, NSA has done 80 percent to 90 percent of the work on figuring out what it spends on IT, including everything from capital expenditures on hardware and software to investments in maintenance and technical support.
