Project: FederalReporting.gov

Challenge: The Recovery Accountability and Transparency Board needed a data-gathering system that would allow recipients of economic stimulus package funding to report on their use of the funds. A tight time frame and mandate for openness and transparency forced the board and Office of Management and Budget officials to look for some type of data collection system that could be developed rapidly and inexpensively.

Solution: Instead of building from scratch, recovery board and OMB decided to use the best existing government data collection system they could find: the Environmental Protection Agency’s Central Data Exchange. CDX allows for the exchange of data between the federal government and other federal agencies, states and industry. Officials were able to use components from CDX and build functions unique to FederalReporting.gov to save time and money and still have the site ready to go by the beginning of the fiscal year.

Impact: States, municipalities and industry can register to use FederalReporting.gov as a means to report on federally awarded contracts, grants and loans under the American Recovery and Reinvestment Act of 2009. FederalReporting.gov is the chief data source for Recovery.gov, which provides information to the public about how the stimulus package has been distributed and spent and how that spending affects economic growth.

Cost: Recovery board officials estimate that it will cost $8 million for the design, development, implementation and operations of FederalReporting.gov from 2009 to March 2012. Compared to the foundational cost of $150 million in total funding for CDX and the Exchange Network, the government will avoid about $140 million in costs.
