Proposal would create corporation to manage IP addresses and DNS

The wild and woolly Internet could finally get a board of directors under proposals submitted this month to Commerce Secretary William M. Daley. The proposals call for a new Internet Corporation for Assigned Names and Numbers to coordinate numerical IP addressing and the Domain Name System. ICANN would take over the work done by the Internet Assigned Numbers Authority at the University of Southern California and by Network Solutions Inc. of Herndon, Va.

Managers can monitor their agencies' year 2000 survival chances with Risk Manager for Year 2000, a Microsoft Windows 9x and Windows NT package from GartnerGroup Inc. of Stamford, Conn. Risk Manager does not diagnose, fix or test any date code. Instead, the $19,000 standalone application presents lengthy checklists to measure a senior manager's knowledge of readiness in six areas: information technology infrastructure, facilities and equipment, supply chain, products and services, applications and procedures, and process systems.

Alan Fedder, chairman of the Washington Area Unix Users Group that sponsored the show, said many government computer professionals had to stay at their offices, where they were considered essential during the government shutdown.
