FEB. 14'Jim Gallagher today officially takes over as chief of the Justice Department's systems technology staff.

He had been acting director for the past nine months. Gallagher said that besides concentrating on systems infrastructure and modernization issues, he also will focus on the department's return on investment in IT.

Gallagher said one of his first goals as director will be to fill two assistant director positions and to hire a deputy director to take over his former post.

In tandem with the recruitment work, he said he must continue overseeing the rollout of Microsoft Windows NT on desktop PCs. Another priority is improving network management and central services such as providing secure remote network access to field workers. Finally, Gallagher said he plans to reinvigorate efforts to upgrade some of the department's oldest systems.

"The legacy systems are a major priority for me because once we modernize them we can free up our staff for other projects," he said.

Gallagher said his long experience at Justice in multiple management and procurement positions gives him the background he needs to succeed in his new job.

Linda Burek, deputy chief information officer in the Justice Management Division, said she selected Gallagher to succeed her as head of the systems technology staff because of his management track record. Burek took over as the deputy assistant attorney general for IRM following the March departure of Mark Boster for a private-sector job.

Gallagher "had the strongest management skills of all the candidates," Burek said. "He is very mature in terms of his management capabilities."
