Alan P. Balutis has left his job as the Commerce Department's deputy chief information officer to become director of the department's Advanced Technology Program at the National Institute of Standards and Technology.

Alan P. Balutis has left his job as the Commerce Department's deputy chief information officer to become director of the department's Advanced Technology Program at the National Institute of Standards and Technology.

Balutis started his new job April 10.

Commerce CIO Roger W. Baker has named Jeffrey R. Neal to replace Balutis as deputy CIO. Neal has an information technology background but most recently was deputy director of Commerce's Office of Human Re-sources Management. Before that he worked in IT jobs at the Defense Logistics Agency.

'Since HR issues are big for IT folks, this should be a nice fit,' Baker said.

Asked why he was changing jobs, Balutis said, 'Because the secretary asked.' But he said he is looking forward to the challenge.

Off the ground

NIST launched the Advanced Technology Program during the Bush administration. It has taken off dramatically, and the Clinton administration has continued to promote it as a way to fuel high-technology research. Through the program, NIST makes grants to companies and universities to research and develop emerging technologies.

Balutis, who has been an active member of the CIO Council and recently was named as one of three chairmen of the council's new Electronic-Government Committee, said he will continue to be involved with the CIO organization.

CIO Council members said it is unclear whether the council would name someone to replace Balutis on the new committee.

Balutis began working at Commerce in 1979. During his tenure at the department's headquarters, he held program analyst, systems management and budget oversight jobs.
