Fox will soon become director of the Air Force's primary source selection organization for commercial technology products.Fox is product group manager for information warfare systems at the Electronic Systems Center at Hanscom Air Force Base, Mass.By the end of next month, Fox will replace Lt. Col. Glenn Taylor as chief of the Standard Systems Group's commercial information technology product area directorate (CIT-PAD) at the Gunter Annex of Maxwell Air Force Base, Ala., Taylor said.Taylor, who is awaiting promotion to colonel, will attend the Defense War College. He said he is reluctant to leave and will miss working with SSG personnel. Army officials last year set blanket purchasing agreements for enterprise management products from Computer Associates International Inc. and IBM Corp. subsidiary Tivoli Systems Inc. of Austin, Texas.Now they plan to roll those agreements into the Air Force's software BPAs for use by all Defense Department agencies, said Robert H. Schwenk, software management chief for the IT acquisition directorate at Army headquarters.The Army Small Computer Program at Fort Monmouth, N.J., manages the CA and Tivoli BPAs.The Standard Systems Group administers the IT Tools Software BPAs. DOD agencies can use the Air Force's Software Development Capability Evaluation to judge vendors during source selection, said Delores Etter, deputy undersecretary of Defense for science and technology.At the Software Technology Conference in Salt Lake City this month, Etter announced that she had approved a proposal to let DOD agencies not only use the Capability Maturity Model created by Carnegie Mellon University's Software Engineering Institute, but also SDCE during source selection.Aeronautical Systems Center officials at Wright-Patterson Air Force Base, Ohio, developed SDCE, said Donald C. Daniel, deputy assistant secretary of the Air Force for science, technology and engineering. National Security Agency officials, in cooperation with the Defense Information Systems Agency, awarded a $500,000 contract to Litronic Inc. of Irvine, Calif., to develop Microsoft Windows NT-bundled Fortezza drivers for the Defense Message System, said Betsy Beuke Flood, a DISA spokeswoman.Litronic said it will let NT users authenticate e-mail messages and their contents using public-key infrastructure technology within DMS.
