A new interactive mapping tool helps to identify them.

Researchers this past week released an interactive online map meant to highlight communities that have the greatest risk of having their populations undercounted in the upcoming 2020 census.

The Center for Urban Research at the Graduate Center of the City University of New York developed the map tool. Two major reasons an accurate census count is important is that it helps to determine the allocation, or “apportionment,” of congressional seats across the U.S., and how billions of dollars in federal funding is divided between states and localities.

Watchdog groups and lawmakers have raised concerns about whether the U.S. Census Bureau is adequately prepared for the once-a-decade population count.

In the new map, hard-to-count census tracts are defined as those where 73 percent or less of households that received a census questionnaire in 2010 mailed it back to the Census Bureau.

One way the bureau will look to raise response rates and control costs during the 2020 census will be to provide an online response option for the first time.

But analysis by Steven Romalewski, whose team oversaw the map project at CUNY, found that particularly in disadvantaged communities, which have been hard to count in the past, low levels of internet access could create difficulties when it comes to gathering online responses.
