COMMENTARY | The line between IT and OT has effectively disappeared in many state and local agencies. They now must integrate visibility across both domains, or will run into various challenges.

State and local governments are under mounting pressure to deliver reliable, real-time services across increasingly complex environments such as transportation systems, public safety networks and other municipal infrastructure settings where digital systems and physical assets overlap.

As these environments converge, agencies can better integrate historically siloed information technology and operational technology systems for more adaptive, resilient and citizen-centric public services.

Overcoming the Challenge of Fragmented Visibility Across IT and OT Environments

Many agencies struggle with limited visibility across sensors, cameras and other connected devices in a distributed environment. A single connected camera in a subway station, for example, is part of a broader ecosystem that includes edge processing, network infrastructure and centralized analytics tied to additional sensor networks. 

In practice, these components may run on different protocols, data models and lifecycle standards that may be managed by separate teams and vendors.

This complexity creates a fundamental orchestration challenge. Consider curb management in dense urban environments, where cities must dynamically regulate parking, deliveries and construction access. 

Doing so requires real-time monitoring of physical spaces and integration with permitting, enforcement and public-facing systems. The challenge is not just collecting data, but aligning it across legacy platforms, cloud services and edge devices while accounting for latency, connectivity gaps and uneven data quality.

Such scenarios illustrate how the line between IT and OT has effectively disappeared in many state and local service environments. Against that backdrop, agencies must establish integrated visibility across both domains; otherwise they risk delayed responses, inefficient resource allocation and inconsistent service delivery.

Hybrid Platforms Align IT/OT Data, Systems and Decisions

Bridging IT and OT systems helps agencies move from fragmented operations to coordinated control and real-time event correlation, improving situational awareness and enabling faster, more informed decisions. A key enabler is the use of open, hybrid platforms that provide a consistent orchestration layer across IT and OT environments, allowing data to be aggregated, normalized and acted upon without requiring wholesale replacement of existing systems.

Hybrid platforms connect IT and OT environments by integrating cloud services, on-premises systems and edge environments without being constrained by a single technology stack. They also support more intentional data placement; less sensitive workloads can leverage cloud-based services, while mission-critical operations remain closer to the infrastructure they support. This balance helps agencies maintain control over critical systems while still benefiting from scalable analytics and automation capabilities.

Modernization with hybrid platforms to better integrate IT/OT support further advances proactive “self-healing” capabilities. By continuously analyzing data across IT and OT domains, the platform can identify patterns that signal emerging issues, triggering automated responses such as rerouting services, adjusting system loads, or dispatching maintenance resources. For state and local governments, these capabilities create a future where infrastructure is not only monitored in real time, but actively optimized to maintain service continuity

Expanding Range of Use Cases

Hybrid platforms that converge IT and OT are already reshaping how agencies approach infrastructure management. New York City’s TrackInspect program, for instance, retrofits subway cars with low-cost sensor technology that captures vibration, sound and location data as trains move through the system, streaming that data into cloud platforms where AI models analyze it in real time. The system identifies track defects and other anomalies that maintenance teams can proactively remedy before the problems escalate into service disruptions.

IT/OT integration use cases are increasingly being explored by states at a broader systems level. In energy and grid management, software-defined approaches are enabling more dynamic control over electricity distribution, helping operators balance supply and demand in real time. Similarly, industrial control systems for water management are being modernized to support centralized visibility while maintaining precise control over physical processes.

On the macro scale, concept environments such as interactive smart city models or “digital twins” demonstrate how integrated platforms can take a system-of-systems approach to connect transportation networks, electrical substations and facility operations into a unified view. This allows agencies to simulate scenarios, optimize resource allocation and better understand interdependencies across infrastructure domains.

Pro Tips for Responsible Scaling of IT/OT Integration

Successfully bridging IT and OT requires agencies to take a comprehensive view of their assets and systems, ranging from traditional IT infrastructure to specialized operational systems such as sensors, industrial controls and facility equipment. Understanding how these assets interact is essential for effective orchestration and long-term scalability.

A more complete asset inventory allows agencies to map dependencies and anticipate how changes in one system may affect others. Such governance is increasingly important as systems become more interconnected and capable of automated action. As digital insights begin to drive physical actions, the stakes become higher, making reliability and oversight critical; and agencies must establish clear policies for data handling, system access and operational decision-making.

Finally, there’s a cultural shift required for IT and OT teams that have historically operated in separate domains with different priorities and assumptions. To close this gap, public sector agencies can invest in cross-training, encourage site visits between teams and introduce phased implementation approaches that include simulation or human-in-the-loop decision-making. Such measures build confidence in integrated systems while ensuring that automation is introduced responsibly.

As state and local governments face increasing demands, bridging IT and OT has become essential to modern, data-driven service delivery and operational resilience. Hybrid architectures and open platforms provide the foundation for this strategic convergence. 

Supported by strong governance and cross-functional collaboration across departments, the modernization effort toward IT/OT integration helps agencies streamline operations, enhance real-time visibility, optimize resource allocation and transition from reactive processes to more proactive, coordinated and resilient governance.
