COMMENTARY | The line between IT and OT has effectively disappeared in many state and local agencies. They now must integrate visibility across both domains, or will run into various challenges.
State and local governments are under mounting pressure to deliver reliable, real-time services across increasingly complex environments such as transportation systems, public safety networks and other municipal infrastructure settings where digital systems and physical assets overlap.
As these environments converge, agencies can better integrate historically siloed information technology and operational technology systems for more adaptive, resilient and citizen-centric public services.
Overcoming the Challenge of Fragmented Visibility Across IT and OT Environments
Many agencies struggle with limited visibility across sensors, cameras and other connected devices in a distributed environment. A single connected camera in a subway station, for example, is part of a broader ecosystem that includes edge processing, network infrastructure and centralized analytics tied to additional sensor networks.
In practice, these components may run on different protocols, data models and lifecycle standards that may be managed by separate teams and vendors.

IT/OT integration use cases are increasingly being explored by states at a broader systems level. In energy and grid management, software-defined approaches are enabling more dynamic control over electricity distribution, helping operators balance supply and demand in real time. Similarly, industrial control systems for water management are being modernized to support centralized visibility while maintaining precise control over physical processes.
On the macro scale, concept environments such as interactive smart city models or “digital twins” demonstrate how integrated platforms can take a system-of-systems approach to connect transportation networks, electrical substations and facility operations into a unified view. This allows agencies to simulate scenarios, optimize resource allocation and better understand interdependencies across infrastructure domains.

Successfully bridging IT and OT requires agencies to take a comprehensive view of their assets and systems, ranging from traditional IT infrastructure to specialized operational systems such as sensors, industrial controls and facility equipment. A more complete asset inventory allows agencies to map dependencies and anticipate how changes in one system may affect others. Such governance is increasingly important as systems become more interconnected and capable of automated action. As digital insights begin to drive physical actions, the stakes become higher, making reliability and oversight critical; and agencies must establish clear policies for data handling, system access and operational decision-making.
Finally, there’s a cultural shift required for IT and OT teams that have historically operated in separate domains with different priorities and assumptions. To close this gap, public sector agencies can invest in cross-training, encourage site visits between teams and introduce phased implementation approaches that include simulation or human-in-the-loop decision-making. Such measures build confidence in integrated systems while ensuring that automation is introduced responsibly.
