A unit of the 1108th Army Signal Brigade in August awarded Bell Atlantic Corp. a delivery order for telecommunications infrastructure services for four Boston-area military installations. The order could be worth $33 million over eight years.

DSSMP includes ATM, ISDN and LAN-emulation applications and related services, and its contractors are offering network and switching technologies, installation and support services, logistics support, and total project management.A recently awarded delivery order for an Army installation in Colorado will serve as a Gigabit Ethernet test case for the service and is likely to influence the decisions of Army officials elsewhere, said Rick Michael, Army national account manager at DSSMP subcontractor Nortel Networks Corp. of Brampton, Ontario.'We're not seeing [Gigabit Ethernet] yet,' Swenson said.The top three DSSMP prime contractors in sales are GTE Government Systems Corp. of Needham Heights, Mass.; Lucent Technologies Inc. of Murray Hill, N.J.; and Bell Atlantic, Swenson said.Through DSSMP, the Army is consolidating infrastructure support to save money and acquire better technology, said Barbara Connor, president of Bell Atlantic Federal.She called the indefinite-delivery, indefinite-quantity contract the 'most flexible, quick and responsive vehicle we work with,' in part because CECOM officials allow DSSMP prime vendors to determine pricing based on specific delivery orders, which they can bid on through the DSSMP Web site,at .Through DSSMP, Siemens Nixdorf Information Systems Inc. of Burlington, Mass., is replacing Defense Information Systems Network digital switched systems in Europe, which could involve installing 70 switches over several years, Swenson said.CECOM is also outsourcing its Fort Monmouth data, video and voice services to Bell Atlantic through a one-year DSSMP delivery order announced last November. If CECOM exercises the order's options over 10 years, the deal could be worth $80 million, according to Bell Atlantic.

A unit of the 1108th Army Signal Brigade in August awarded Bell Atlantic Corp. a delivery order for telecommunications infrastructure services for four Boston-area military installations. The order could be worth $33 million over eight years.

Bell Atlantic is handling telecommunications services for Hanscom Air Force Base, the Devens Reserve Forces Training Area, the Barnes Federal Building and the Natick Army Labs through its Army Digital Switched Systems Modernization Program (DSSMP) contract for the Defense Metropolitan Area Telephone System'Boston (DMATS'Boston).

The company is also fulfilling installation and maintenance requests, along with telecommunications procurements, for nearly 70 federal agencies through DMATS'Boston.

Bell Atlantic will offer asynchronous transfer mode and Synchronous Optical Network services, and it may provide Integrated Services Digital Network and digital subscriber line services for remote access, the company said.

The delivery order appeared to germinate from Bell Atlantic's previous work providing Centrex service for approximately 12,000 phone lines and nearly 2,000 ISDN lines through a network services contract.

The 10-year, $1 billion DSSMP includes 11 modernization contracts and eight contracts for installation and removal of systems. Agencies have purchased $79 million through DSSMP since the contract awards in 1997, said Eric Swenson, deputy DSSMP product manager for the Army Communications-Electronics Command's Systems Management Center at Fort Monmouth, N.J.
