MAY 31—The Chief Information Officers Council is working on a series of recommendations it will present to the next administration about improving government information technology.

The council held an off-site meeting last week to begin working on the recommendations, Treasury Department CIO James Flyzik said this morning at a forum hosted by the Bethesda, Md., chapter of the Armed Forces Communications and Electronics Association.

'We need to come out with ideas as federal CIOs,' Flyzik said. 'We need a common theme.'

Agency CIOs have become increasingly frustrated with trying to work at Internet speed and keep their agencies on par with the private sector while working at government's much slower pace. And with the budget cycle, it typically takes two years of planning to implement an IT project, Flyzik said.

Furthermore, agencies are restrained by procurement, personnel and regulatory requirements the private sector does not have, he said.

Two issues under consideration are the budget process and giving IT executives the budget authority that goes along with the responsibility for managing IT projects.

'If we're going to hold CIOs responsible for projects, we better empower them too,' Flyzik said.
