JUNE 15—The IRS today announced the appointment of Bert Concklin as its business systems modernization executive. He will lead the agency's effort to overhaul business practices and technology.

'I look forward to working hand-in-hand with Bert as we build a system to take the nation's tax agency into the new century,' Cosgrave said.Concklin, who earned a bachelor's degree in engineering from the Naval Academy, brings experience from the public and private sectors. Most recently, he served as the president of the Professional Services Council, a national trade association for professional and technical firms. He also worked in technical management and corporate planning positions at General Electric Co.He has served as the director of information systems for the Office of Management and Budget, and managed the start-up Energy Information Administration at the Energy Department.

JUNE 15—The IRS today announced the appointment of Bert Concklin as its business systems modernization executive. He will lead the agency's effort to overhaul business practices and technology.

Concklin will report to chief information officer Paul Cosgrave and oversee:


  • Improvements in taxpayer telephone access and call routing
  • Implementation of a new database system to provide customer representatives up-to-date taxpayer account information
  • Enhancements in electronic services and Web capabilities.
