What good is the long arm of the law if one arm doesn't know what the other is doing? That's the philosophy behind Maricopa County's Integrated Criminal Justice Information System (ICJIS).

What good is the long arm of the law if one arm doesn't know what the other is doing? That's the philosophy behind Maricopa County's Integrated Criminal Justice Information System (ICJIS).

ICJIS is an attempt to synchronize Maricopa County's existing justice systems, said John Doktor, the ICJIS director.

'We also want to reduce duplicated data entry [and] improve timeliness, accuracy and access,' he said.

ICJIS' first step is to procure message broker software that will allow users to send data back and forth among different applications, Doktor said.

Support for ICJIS came from Proposition 400, a ballot measure to provide funding for jails. Part of the measure established a funding source for integrating criminal justice systems within nine years, Doktor said.

Spread out

The county's law enforcement and criminal justice data is stored on a diverse array of systems and databases.

The newer databases are stored in Informix on Hewlett-Packard servers, Doktor said. Older data is stored on Honeywell Bull mainframes in proprietary databases. Sun Microsystems Unix servers and Microsoft NT servers are also used. Some are client-server systems, while others are host-based mainframe systems, Doktor said.

The completed ICJIS will integrate the sheriff's jail management system, the criminal court administration case management system, the county attorney's case information system, the clerk of the court's automated case system, three indigent defense case tracking systems, the juvenile probation system, the adult probation case management system and the justice court system, Doktor said.
